Humans changed, technology moved forward, and Earth has its own defense force: the Mega Three Point Five, which has been foiling Repulza's world-conquering plans for far too long. Repulza lounges on her opulent throne and gives you an imperious look. Yes, you: for you are her monster designer minion. "you!" Repulza declares. "Those meddlesome Mega Three Point Five have interfered for the last time! It's time to unleash my latest and greatest monster upon New Volt City!" By 'my', she means 'your', by the way. Repulza is in the habit of taking credit for her minion's work, as a proper dastardly and devious villainess should.
