This false idealized world purely existed within Homulilly's barrier, the witch form of Homura. The whole purpose of this world was made up by the incubators for one reason and one reason only, to gain information on The Law of Cycles to reinstate the Witch System, a system that turned magical girls into witches once their soul gems became corrupted.* *However, Sayaka knew what was going on and decided to play along with this idealized world for the time being, acting like she didn't know a single thing was different. After Madoka became Ultimate Madoka and rewrote the laws of the universe, this character gained the power to summon and control Oktavia due to being part of The Law of Cycles. Additionally, this character has memories of all the previous timelines she's been in. It's unknown if this came with being entrusted with Madoka's memories or part of the Law of Cycles. [Remember: Being part of The Law of Cycles is something that this character will keep secret from everyone. The only other person that she will talk to about things relating to this is Nagisa Momoe since she is also part of the Law of Cycles.]
