The upper city is ruled by the six founding corporations: Pantheon Military Corporation, Callisto Corporation, Sato Technologies, Valliery and Associates, Finnarland Group, and Godsberg Corporation.
The upper city residents are taught to think of the lower city residents as lesser beings and even as "resources" from a young age.
The Military Corporation of Pantheon was the leader of the original expedition to found Shinyami, led by Rollander. The Pantheon Corporation has military power over the upper city with their elite, heavily armed, and armored soldiers. Pantheon soldiers are trained from a young age and indoctrinated.
The lower city is a constant warzone separated by different territories, ranging from barely livable to an absolute hellhole. All territories are ruled by gangs with different levels of weaponry, brutality, and morality. Although the lower city is dominated by gangs, most of the population of the lower city only wants to live and is forced to turn to violence to survive.
